Actually, I believe only the admins can ban. The moderators can delete comments/games.

By different ways. The new moderators (not including me) were selected because the old ones were getting inactive. They have to have a good record and be generally respectful people. They help keep the place clean.

The guys who control practically everything on the site. Yoyojim is one, he can upgrade accounts to moderator, and many other site-controlling things. It is like a beefed up moderator, if you will.
